Te Huia - a nice idea, but a lot of money to achieve very little

The launch of the Te Huia commuter train from Hamilton to Papakura has obtained a lot of publicity today, showing how journalists love an excuse for a train ride, and the lack of any high profile easy to understand positive news in New Zealand.

It is easy to see why some would be convinced this might be a good idea.  After all, there has been a daily commuter train from Palmerston North to Wellington (the Capital Connection) since 1991, running until very recently, as a commercial (unsubsidised) service, although it carries more people from intermediate stations like Levin and Otaki especially, than from Palmerston North.  However, experience for passenger rail travel from the Waikato to Auckland has been not so good.  The last time this was attempted was in 2000, commercially, by the then private TranzRail with a train called the Waikato Connection.  It ran once daily from Hamilton to Auckland, but had most of its passengers boarding at Pukekohe (which then had no service) and Papakura (because it basically offered a faster/non-stop more luxurious option than the basic diesel commuter trains), so that at the end less than a seated bus load of passengers used it from Hamilton. 

The latest attempt is not even a train from Hamilton to Auckland, it is from Hamilton to Papakura, to connect with the electric commuter train to Auckland, so it actually takes 2.5 hours from Hamilton to downtown Auckland.  This isn't exactly competitive with driving, which is around 1hr 40-50 minutes from station to station (and realistically almost everyone isn't starting or finishing their trips at either) although congestion can worsen that towards 2hrs.  The train has two stations in Hamilton and one in Huntly, with no other stops, so it offers nothing for any commuters in Ngaruawahia, Taupiri, Mercer or Pokeno for example, although those in Ngaruawahia or Taupiri might drive to Huntly to leave their cars.

The cost is eye-watering, at $67.6m in capital spending, $58.5m from road users' taxes and $9.1m from local authorities. Another $29.3m in being spent over 4.5 years in subsidies, mostly $22.1m from road users' taxes.  Over $1m has been spent to make Huntly Station operational in itself.  Given $55.1m is being spent on public transport subsidies for all other Waikato services in 2018-2021, this is a lot of money to take from road users and ratepayers for one service, operating two times a day weekdays.

The media reports indicate it could remove 73,000 cars off the road... a year.  The train has capacity for 150 people (not much at all bearing in mind that the Capital Connection has 448 seats).  Now given there are 262 working days a year, this means it should take 279 cars off the road each weekday return. Page 16 of the last Household Travel Survey 2015 indicated mean NZ car occupancy per trip is 1.51 so if we optimistically assume this is car occupancy for potential users of the train, that means that the train need to carry 421 people per day (which is significantly above its capacity of 300) to remove 73,000 car trips a year.

Media reports today variously indicated 90 people arriving or 70, but even if 90 all drove a car each, for each service (and don't now) it would still only be around 47,000 car trips a year removed from the road.  However, it is highly unlikely 90 all drove or would drive separate vehicles, so it all seems a bit far-fetched.

Even if it DID do this, at what cost? is it worth nearly $100m to take 279 cars off the road a day? In emissions terms it is meaningless, because the ETS means that the emissions from cars simply get consumed by someone else (and if the cars still drove someone else wouldn't be using those emissions).  In congestion reduction terms it might make a small difference to travel times, but it isn't worth $100m

Ignorant transport policy "advocates"

Stuff has posted a story by Bevan Woodword who is cited as: the project director for SkyPath and spokesperson for Movement, an alliance of national organisations seeking safe journeys for active transport users.

It's typical of what passes for "analysis" in transport policy among many advocates, and those who are part of the "green" central planning school of transport thinking.   It's shoddy and full of errors, which I'll outline below.  He outlines "six interventions that would make our transport system safer, more efficient and sustainable"...

1. Let's tax fossil fuels:  Hang on.  Existing taxes on petrol, excluding GST are over 69c/l (including the Emissions Trading Levy).   The Government is already planning to increase it.  Yes there is only a small 3.33c/l on diesel, but that's because Road User Charges recover the costs of maintaining and improving roads from diesel powered vehicles.   There ARE taxes on fossil fuels (except fuel oil for shipping and aviation fuel for international flights, but I don't think he thinks about modes off the land).  Taxes on petrol have been increasing by inflation for some years now.  

However, he argues that the taxes should be punitive, not for a purpose other than to make it more expensive to own a car that burns fossil fuels, so that those who can afford it can buy electric cars.  He says "the air we breathe will be healthier", yet there is little evidence New Zealand has a serious air quality issue due to pollution from road vehicles (although there are localised problems in parts of Auckland).  So it's just a guess.  He says the "tax money can fund better alternatives to driving".  Yet, over 15% of the revenue collected from road users is spent on public transport, cycling and walking infrastructure.   

It's as if he is completely unaware of the current government transport revenue and funding system.  No doubt he thinks making it more and more expensive for everyone to drive, including the poor, the elderly and in particular people in regional and rural areas, is good for them because it will "fund alternatives".   So if you're in Kaitaia, Kaitangata, Karori or Katikati, you'll pay more, even though the odds are that in only one of those cases you might have an alternative that Bevan "approves".

2. We need to reward those who use public transport:  Of course many urban public transport users are already rewarded, because on average about half of the cost of their travel is subsidised by road users and ratepayers.  It is nonsense to say "Every person using public transport is helping to relieve traffic congestion and reduce the need for expensive new roads". A fair proportion of those using it either have no reasonable alternative or would share a car trip with another, not everyone on public transport can hop into a car (or would) if it wasn't there.  Yes, airlines (which do provide public transport). reward frequent flyers, but that is a market, it is commercial and it appeared spontaneously.  Long distance public transport (coaches, trains, ferries and airlines) is not subsidised in New Zealand, but that isn't what Bevan thinks of.

3. Put safety experts in charge of our country's road safety:  Um, who does he think works for NZ Transport Agency (which incorporated the Land Transport Safety Authority). NZ's road death rate is twice the rate of the UK because the UK had 15x the population, and most of its major highways are equivalent to a motorway standard in New Zealand (so no head on collisions and few loss of control accidents).  Norway and Switzerland also have low accident rates because the road network in those countries is so superior.   He says:  In New Zealand, politicians are required to approve road safety decisions - such as whether to implement pedestrian crossings, protected cycle lanes, safer speed limits, road safety improvements, compulsory third party insurance, and mandatory professional driver licence training. Most politicians have no expertise in road safety.

No, you wont fund a Minister approving a pedestrian crossing, or even a cycle lane or road safety improvements. Yes Councillors have some role in this for local roads, but state highways are managed by professionals.  Compulsory third party insurance is largely irrelevant in New Zealand because of ACC (which is compulsory socialised "insurance").  Yes, most politicians have no expertise in road safety, but you don't either.  

4. We need to replace the Benefit-Cost Ratio (BCR) approach used to assess and prioritise transport projects:  Do keep up Bevan, this was significantly diluted around 15 years ago with the Land Transport Management Act. BCR is only one factor used to prioritise projects.  It is "biased towards roading projects" because, surprise surprise, it is funded by road users.  It does take into account carbon emissions, but it doesn't value them above everything else (the UK did this a few years ago, encouraging low CO2 emitting diesel vehicles over others, and local air quality got worse).  Don't worry, the tool that prioritises what road users want their money spent on isn't used how you think it is.

5. Apply road pricing:  Now I'm fine with this, but Bevan doesn't realise that NZ already has road user charges.  Yes, I'm all in favour of a commercial market approach to charging for roads, but that doesn't include taxing fuel and it means roads being supplied on a market approach as well as priced that way.  He thinks the poor can be helped out by free public transport, though he is unlikely to find that works for people in Huntly, Carterton, Westport or Tuatapere.  I don't think Bevan really wants a market though, because it would go against most of what he wants.

6. Treat our roads as valuable spaces. Our streets must not become traffic sewers: What does that even mean?  Does it mean he thinks vehicles on roads are "sewerage", whether they carry people or goods?  That's just trendy pejorative nonsense.

He wants to "reduce traffic", but implies that a lot of traffic necessarily interferes with walking, cycling and horse riding.   It doesn't if it is on roads purpose built for traffic, and local streets are left for local access.  

The truth is that there is a congestion problem, mainly in Auckland, mainly because market mechanisms aren't used to manage both the demand and supply of roads.  However, road transport has never been safer, never been cleaner (in terms of pollution) and never been cheaper.  Yes, local authorities haven't always thought about how pedestrians fit into the urban environment, and there are locations that could do with traffic bypassing areas better suited for pedestrians and cyclists, but this set of measures devalues the freedom, flexibility, time saving and comfort that private motoring offers millions. New Zealand DID have railway services across much of the country, also with complementary bus services, but New Zealanders bought cars when they could afford them, paid petrol tax to improve the roads, and politicians by and large responded accordingly.  Many other changes in transport patterns have occurred over the years, including huge expansion in air travel, and the recent growth in Uber, all due to individuals and entrepreneurs responding to opportunities.

Bevan, unfortunately, is seeking the command and control central planners' approach to transport.  He wants to tax the choices people currently make, to pay for the ones he thinks are good for them. Unfortunately, he doesn't realise that most of his suggestions are already in place in one form or another.

I think urban design should be supportive of pedestrian access, and cycling where there is demand to justify it.  However, too often this slips beyond advocating for improvements, to a barely disguised attack on motorised road transport, to make it slower, more expensive and less desirable.  If people want to walk and bike, then good luck to them, but why do these advocates for walking and cycling think it is their business to get in the way of people who drive for work, pleasure or business?

Requiem for the Wellington trolley bus

Trolley buses are almost iconic for Wellington.   

Wellington was the city that first had them in New Zealand (1924-1932 on one route, followed by the current system since 1950) and will be the last today.  I grew up with them, with my Mum sometimes taking me into town and back on them, and as a child I was fascinated by these vehicles that got energy from wires, were quiet and emitted no fumes.  I lived on a street on which they operated and regularly became "detached" from the wires as drivers went too quickly around the corner, with the old British made rigid overhead wires unable to cope with more than a snail like cornering.  

Trolley buses are nostalgic, the presence of the wires (visual pollution to some) indicates the permanency of the route (a bus will come eventually), and the mere fact they use pure electric technology means they are user friendly.  I've many fond memories of riding on trolley buses, sitting on Mum's lap while watching a Big Ben's Pies disc ad rolling back and forth above the corridor entrance of the bus.  The ride through the Hataitai trolley bus tunnel, pitch black, one lane, the only real chance the trolley buses got to ride at a decent speed, and then the memory of the obnoxious driver who shouted at me for not taking a seat at the back of the bus (he stopped and walked to the back of the bus to do this).  The prick.

However, that nostalgia is tempered by cost (10% more to operate under current oil prices, without including the cost of capital replacement), and the tendency of trolley buses to be slower than other vehicles on curves (Wellington motorists widely see them as the snails of the roads).  

Trolley buses were in all major New Zealand at one point, and New Plymouth. 

Four other cities in New Zealand had them. Christchurch from 1931 to 1956 was the first to go permanently, as the system needed renewal and there was little interest in expanding the network on this low density city.

New Plymouth was the smallest city with a system, running from 1950 till 1967 as one tram route was replaced with trolley buses, but again the costs of running one route in a small city weren't economy.

Auckland started with Farmers setting up its own service, for free for customers, operating a loop from 1938 till 1967, joined from 1949 by the City Council replacing tram lines with trolley bus routes.  However, Auckland's system was plagued by a lack of capital renewal, as it relied almost entirely on the electrical system introduced in the 1900s with the electrical tram network.  So from the 1970s, trolley bus routes were closed until 1980 when the last route was closed.  Yet in parallel a decision had been made to replace the inner city network, including services to Parnell, Newmarket, Ponsonby and Herne Bay, with a brand new trolley bus system.

Auckland Regional Authority (which had taken over the system some years before) ordered brand new overhead wires and buses, but in 1982 cancelled the lot and was stuck with a mini-system.   Wellington City Council bought the 20 buses at a discount price to replace some of its older trolley buses, and the new overhead wires were used to replace well worn wires in central Wellington.   Another success for the Auckland Regional Authority in politicised decision making on transport.

Dunedin held out for two more years, it introduced trolley buses in 1950 also to replace trams, primarily because its hilly topography was better suited to the superior acceleration of trolley buses, than the diesel bus technology of the time.  However, Dunedin paralleled Auckland, with routes shifting to diesel operation as parts of the network needed repairs and the whole system was to be closed in 1980, deferred by the sudden oil crisis, which persuaded the Council to keep the trolley buses until 1982, before finally closing the system.

Wellington was a bit different.  The 1924-1932 "trackless tram" line was a trial from Thornton to Kaiwharawhara on what is now known as the Hutt Road, it would have been extended further towards Ngaio, but the Railways Department objected to the competition so it wasn't permitted.  The modern system started in 1949 and was designed to replace the tram network.  As in Dunedin, trolley buses were much more suited to the hilly topography of Wellington compared to the underpowered, noisy and slow diesel buses of the time.   However, as with other cities, Wellington faced challenges as to the economics of trolley buses when there was a need for replacement buses (as the first generation of 1950s buses were at the end of their economic lives).  However, the oil crisis saw a decision made to buy new buses and 68 new Volvo B-58 trolley buses were ordered (with NZ made bodies), and not long afterwards the 20 Ansaldo Auckland buses became available, enabling the 1960s era BUT buses to be replaced as well.  With new overhead wires in the central city network, and new buses, the trolleybus system got a new lease of life.    Albeit that there were extensive teething problems, as drivers objected to the design of the bus windscreens, and there were constant breakdowns and complaints about noise and interference with AM car radios.

On top of that, the trolley bus network was expanded.  The Mornington route was extended to Kingston, the Newtown Park/Zoo route was electrified, but when the Northland route was extended it was done with diesels (and the electrified segment removed) and a few years later the original Wadestown to Roseneath trolley bus route was also removed, as Wadestown services routinely continued to Wilton.  Weekend and evening services which had been revived were discontinued, mainly to provide time for wire maintenance, although the central city overhead wire system doubled as infrastructure to carry an overhead suspended fibre optic telecommunications network.

By 2001 the issue of replacement came up again, but it was decided in 2004 to replace the Volvo B-58s, but the bodies were replaced as the electrics were still in good order.   Wellington Regional Council agreed to a ten year contract with Stagecoach to retain the trolley buses with a subsidy, because they cost more to operate with the cost of maintaining the overhead wires.

Now they are being scrapped, following advice from consultants (none of which have actually worked on operating trolley bus systems in other countries curiously).  Even though the buses themselves have many years of operating life left and almost 40% of the overhead wires had been replaced by 2014.  The electrical supply system is dated though and needs replacement and would cost over $50m to replace.

Yes, I would like them to have been retained, replaced and upgraded (and no doubt it would cost a fraction of the ludicrous plans for light rail in Auckland).  I would like there to be just one line kept for nostalgic purposes, but my claim for nostalgia doesn't mean taxpayers should have to pay for it.   Could something else have been done to save them?  Could experts with working knowledge of modern systems in other countries known of ways to operate and renew a system more economically than those who advised Wellington Regional Council?  Maybe, but the fundamentals around the electrical supply system wouldn't change.  It just isn't worth it to spend that much money on replacing those systems, for nostalgia, noise or to reduce pollution in a city which has good air quality primarily due to the weather! 

What IS disappointing, is that the system is being dismantled before the replacement vehicles are ready.  

So farewell Wellington trolley buses.  Maybe the enthusiasm to preserve them will reignite the nascent museum in Foxton (which lost momentum with the death of its founder and enthusiast Ian Little).   However, while economics may drive transport policy for Wellington, it's clear it has been completely abandoned by the government for its newfound fetish for trams - in Auckland.

So think this.  Why does it make sense to lay down track, install new overhead wire, for a system which is effectively a guided electric bus system, in Auckland?

Don't like the government? Blame the National Party

For the second time in over 20 years of MMP, the left has got, pretty much, what it wanted in a government.  This time, a Labour Party led by a complete neophyte (Jacinda has never sat in Cabinet, never been a junior Minister), with a caucus inhabited by unionists and ex.public servants, with the Greens (led by an ex. Marxist student activist - yes I remember him at university) and Winston the country's leading political whore-monger (look how he , will lead a leftwing government.

This government is already opposed to capitalism (although mind-numbingly can't work out what system means New Zealanders produces goods and services that get exported or sells services to tourists to pay their way in the world).  It is keen on identity politics and not only believes that climate change is damaging New Zealand, but that New Zealand reducing its emissions will make a difference to it.  This is pure scientific nonsense, but there's more.  This government believes that child poverty can be solved by giving people more of other peoples money for having children they can't afford to raise, and that it is not up to people to be responsible parents.  This government doesn't even realise that the biggest problems it campaigned on in the election, such as housing, healthcare, education, river pollution and welfare, are almost nothing to do with capitalism, but rather government intervention.

The problem with housing is primarily due to local government, applying the Resource Management Act, to constrain the supply of housing, in part to meet the new urbanist ideological objectives of densification that is the dominant philosophy of urban planning departments in major cities (not just in New Zealand, but also Australia and the US cities with the most expensive housing).  

The problem with healthcare is that there is little relationship between what consumers want and what they are able or willing to pay for, as politicians, not the market, drive the supply of healthcare.

The problem with education is that it is centrally driven and only recently has been opened up to additional competition, so that it can be innovative and meet the diverse needs of students and parents.  The new government is completely beholden to the producer interests of the suppliers of health and education, who in education in particular, are completely uninterested in being rewarded on performance.

The river pollution problem is a failure to apply private property rights, which could be applied to adjoining land owners including Iwi, to provide a framework to control water quality based on the self interest of multiple private owners of the rivers.  However, this government wants to kneecap one of the country's leading industries, even wanting a debate about "how many cows" there should be.  Why would anyone think they would know how many cows there should be, when they don't know how many of anything there should be, when it should be a matter of supply and demand?

The child poverty problem is a failure of the welfare state, which has never been so generous to people who want to have children, but can't afford to pay for them.  It is also the failure of policies that inflate the cost of living, primarily for housing (see above), but also the regular increases in GST, fuel tax and tinkering with the energy market (albeit not on the disastrous scale seen in Australia and the UK).  

Yet what real difference will be made?  Nine years of National saw little done in any of these areas, housing belatedly had some movement recently, charter schools were a start that was far too little too late, and National just fed the middle class welfare addiction that Helen Clark started.

This government wont do much different from National (yes you'll see uneconomic railway and tram line built instead of motorways), the difference is this lot actually believe in what they are doing.

You see the National Party has been a very poor promoter of the free market, private enterprise and individual freedom.

After leading a courageous government that started tackling welfarism and waste in government, Jim Bolger lost all sense of courage to do what is right and for no sound political reason whatsoever held a referendum on electoral reform that would obviously make it more difficult for one party government (and certainly was being backed by the left because they thought MMP would give them more power, and they were right).  He then led a chaotic government for two years with Winston Peters, before resigning and the final year limping on with Jenny Shipley.  Jim Bolger, remember, cut his teeth in being a Minister under Rob Muldoon, the most economically socialist government to date.

John Key got elected on a platform opposing the high tax, big government philosophy of Helen Clark and spent more, and how much really changed?  Was the welfare state reduced?  No.  Did the state's role in education get scaled back? Hardly.  Was the planning system liberalised?  Only for the government building roads.  Did corporate welfare get scaled back?  No, the opposite.  Yes there was some partial privatisation, but the fundamental causes of the housing crisis were barely touched.   John Key with Rodney Hide's help implemented Labour's local government policy on Auckland, creating a behemoth of a bureaucracy, with more employees than the councils it replaced, spending more.  Of course National also funded the multi-billion dollar underground rail fetish in downtown Auckland, which will never make a single dollar of operating surplus to pay for it.

What New Zealand now has is a government that believes in something, most of it is at best misguided, at worst destructive and ignorant, but it IS driven by philosophy.  A philosophy of "we know best" of "problems are best fixed by throwing money at them" of "climate change can be changed by whatever we do, and if you question it you're evil" of "a person should be judged by their identity group/s and intersectionality of them, not what they actually do, experience or think" of "you are a means to an end".

National only offered a diluted version of this, a half hearted "it's all going well" belief that "we're entitled to rule".  It didn't offer anything different, anything new and never challenged all of the assertions on poverty and the environment spouted by the left.

So while Bill English might say he is leading a "strong opposition", what is he actually opposed to?

The new government is just National with the courage of the philosophical convictions in implementing essentially the same policies, on steroids.

Auckland Airport debacle should be celebrated by the Greens

As Peter Cresswell has rightly pointed out  little is more hypocritical and sanctimonious than the Green Party joining in the criticism of the Government for the accidental disruption to the pipeline from Marsden Point refinery to Auckland.

The accident, which is essentially a grand scale version of the sort of minor accident that contractors cause on water, gas, electricity, telecommunications utilities from time of time, is the first time this has happened for the over thirty years that the pipeline has been in operation.  The pipeline is privately owned, having been privatised by the fourth Labour Government (and is owned by a consortium of all of the major oil companies), and was built for sound reasons.  It is cheaper and much more energy efficient (and has much more capacity) than the coastal oil tankers, railway and road tankers used previously.  Note that much of the rest of the country is served by coastal oil tankers that then get fuel distributed by road.  

Yet consider how the Greens treat fossil fuels now or indeed the entire environmental movement?  Imagine if NZ Refining Company was seeking to build that pipeline today under the RMA.  It would take years to gain consents, and the Greens would oppose it, claiming it "intensifies Auckland's dependence on fossil fuels, which are killing the planet" etc.   I bet there would even be murmurs had Auckland Airport sought to expand its storage facilities for jet fuel, after all no transport mode is more fossil fuel dependent than aviation.

So the widespread cancellation of domestic and shortfall international flights should be celebrated by James Shaw and his band of serial underachievers in the Green Party list.  Think of the CO2 emissions cut, as serial planet killers (airline passengers) are shepherded onto fewer flights.  Think of the hurricanes stopped, think of the oceans that stop rising, think of the glaciers saved.

The Greens want no more oil exploration in New Zealand, no more oil extraction,  they along with their sister outfits like Greenpeace, and the analysis free virtue signalling zone called Generation Zero, cry foul anytime there are any steps to increase production, reduce the cost or provide new ways to use fossil fuels.  

You can be sure the Greens will one day campaign for Marsden Point to be closed, and that they will oppose Auckland Airport's proposed second runway when it seeks resource consents for it to be built (on its land) after 2020.   You see this is the same Green Party once led by Jeanette Fitzsimons, who some years ago wondered why there couldn't be less international trade, as she talked about ships that went between countries carrying the same goods ("why couldn't we just make more of what we need at home"), this is the same Green Party that wants you to pay more for energy and transport (whether directly or through taxes) so that there can be a zero carbon future.

So it's like this.   If you really want to boot out National and annoy me with a Labour Government, then vote Labour.  Leave the Greens alone, let the simpering, hypocritical, virtue signalling haters of science, individual freedom and Western civilisation drop below the 5% threshold.   They lie openly about the impact of their policies on climate change, for it is like telling a child to stop peeing in Lake Taupo because it will save the lake from pollution, they conceal the impacts on energy prices, taxes, transport and the effect on the economy.   Let's be VERY clear, if the philosophy of the Green Party was applied across the world today, New Zealand would be a much much poorer place, because many of our exports would be shut out of overseas market (with the inane "food miles" idea), tourism would drop dramatically because air fares would be much higher, and imports would be much more expensive as import substitution is attempted - again.

Main trunk electrification was always a dud

The usual howls and wails of emotive knee-jerk reaction have come from Kiwirail's announcement to stop operating electric locomotives on the Main Trunk line.

It would cost NZ$1b to extend electrification to the Auckland network, and to Wellington.  However, Wellington's network is electrified to a different voltage and on DC not AC, so dual-voltage locomotives would need to be bought.  Even then, many of the trains on the line, going to and from branch lines (such as to the Bay of Plenty, Taranaki and Hawke's Bay) would still be operated by diesel.

However, the North Island Main Trunk electrification has always been a dud project since Rob Muldoon made the NZ Railways Department (NZR) embark on it as part of his Think Big central planning programme.

Main Trunk electrification was considered in the 1950s, after the line north of Wellington was electrified when it was deviated from what is now the Johnsonville line and placed in two double-track tunnels, so that trains were already operating electric from Wellington to Paekakariki (as steam locomotives couldn't run through the over 4km long Tawa Flat Number Two tunnel).  A set of electric locomotives were bought that could have served on the main trunk (and were the most powerful locomotives in NZ until 1972), but spent their lives almost entirely dedicated to operating the Wellington to Paekakariki trains (until tunnels on the line north of Pukerua Bay were lowered to enable diesel to run all the way through).

However it was rejected and the decision was made to go diesel, not least because the government owned railways was conservative technically, and was not keen to adopt what it thought then was the "risky" AC electrification system (being widely rolled out in Europe, but not yet used in New Zealand).  The DC system used in Wellington, Christchurch and Arthurs Pass was going to be too expensive, so diesel locomotives were bought to phase out steam.

The Think Big project came from an age when NZR had a general statutory monopoly on moving freight further than 150km.   NZR was facing delays on the main trunk line because of growing export traffic.  The problem, as it saw it, was a lack of capacity.  Its solution was to upgrade the line, bypassing several bottlenecks with shorter deviations, new viaducts able to take heavier trains and some steep winding sections avoided, but also to electrify the line between Palmerston North and Hamilton.  Why not to Auckland and Wellington?  Because the bottleneck was in the middle, and the way NZR operated meant that many trains were broken up and shunted along the route at Hamilton and Palmerston North.  

This was also an age with guards vans, with lots of small stations and sidings, as NZR's monopoly on long haul freight meant it handled small consignments of single wagons or even box loads.  Towns like Paraparaumu, Otaki, Hunterville, Otorohanga and Huntly had shunting locomotives to handle freight, like they always had.

In short, NZR ran an old fashioned, inefficient railway, handling consignments better suited to trucks, and its solution to its congestion was not to propose competition (naturally), but an expensive grandiose engineering based solution.   

Yet the Muldoon Government wasn't completely economically illiterate.  Main trunk electrification was committed, and would end up costing $350m in 1990 prices, but in 1982 NZR was converted into a corporation, effectively becoming the first SOE.  It would be required to make a profit, was no longer subject to political direction (except a Ministerial veto on closing lines) and would be subsidised directly for services that were unprofitable that the government required it to operate.

In 1983, Minister of Transport George Gair opened up domestic freight transport to competition, abolishing the 150km limit on road freight competition.  In 1984, a major consultancy report by Booz Allen Hamilton for the Railways Corporation made major recommendations for it to be competitive and profitable with competition from road freight.  This included closing two workshops, removing guards vans, closing small stations, moving from handling small lots of freight to trying to handle multiple wagon and train loads of freight.  

The Railways Corporation reformed, but it still lost freight to road competitors over many years.  In 1987, it commissioned Coopers & Lybrand to assess whether the main trunk electrification (that it was required to complete) could be an asset.  The report concluded that even if electricity were free it would still be a net loss to the Railways Corporation annually.  The only part of the project that made sense were all of the deviations.

As a result, when the Railways Corporation was restructured into a full SOE, it received $350m from taxpayers to bail it out of its Think Big project (after all the others were).  Officially, the Main Trunk Electrification had no net value that could ever be recovered from users of the line.

In short, the main trunk electrification has ALWAYS been a dud.  

After 30 years, the locomotives have become unreliable, many of the trains that now operate on the line have little operational need to be stopped at Hamilton and Palmerston North to change locomotives, wasting time, labour and fuel.  

A project that was inspired by technocrats running a monopoly, decided by politicians engaging in Soviet style central planning, has come to its natural conclusion.

It's not worth spending NZ$1b to incrementally reduce CO2 emissions, which will make no more difference to climate change than stopping a child urinating in a lake will stop it being toxic.  

Yet that wont stop the hyper-emotive railevangelist central planners making every hyperbole about this being some giant leap backward.   The Otira-Arthurs Pass electrification was closed in 1997 once technology enabled diesel locomotives to run all the way through from the West Coast to Canterbury, the Christchurch-Lyttelton electrification was closed in 1970, as equipment was due for replacement and with the age of steam coming to an end, it could be dieselised.  

Is it a shame that such a large project has proven to be not worthwhile? Absolutely, but it wasn't Kiwirail's fault, but the fault of the central planners of the Muldoon era - those the Labour Party and the Greens now ache to emulate, who chose to waste hundreds of millions of taxpayers money solving a problem that existed because of their regulation and archaic business practices it protected.

Kiwirail is a marginal operation at best, it doesn't need to have around its neck the vanity proposals of politicians who think they know best, and who think that saving every tonne of CO2 is worth unlimited amounts of taxpayers money.   

Note though how odd it is, that the Greens, who all claim to care about CO2 emissions, continue to oppose foreign ships on international trips carrying domestic cargo as they travel between NZ ports. This has next to no impact on CO2 emissions, as the ships are sailing anyway, by using spare capacity on the ships to carry freight within New Zealand.

Why?  Because the Seafarers Union doesn't like the competition.  The bottomline is that the Greens prefer even socialism to reducing CO2 emissions.

Wellington Airport Runway Extension: Definition of a Cargo Cult: Part One

For those unfamiliar with the term "cargo cult" it is a description of what might best be called as a naive practice of some cultures with low levels of scientific understanding and a high belief in animist religions that certain rituals will result in untold riches arriving from the skies.  Nowadays it is often shortened into "built it and they will come".

Such is the hype around the planned extension to the runway of Wellington Airport - a proposal that completely lacks pure commercial merit and has no net wider economic benefit - but is being promoted by the opportunistic, encouraged by the naive and to be paid for, largely, by those will get no benefit from it at all.



I say this as someone who grew up 1.5kms from the airport and knows a bit about the aviation sector, having recently been part of the team that reviewed over 50 proposals for expanding airport capacity in London.  I know Wellington Airport very well, and the likelihood that there will be long haul flights into that airport that will generate net benefits to Wellington ratepayers to recover the costs of subsidising the runway extension is very low indeed.

Let's remember the airport is a commercial concern, two-thirds owned by Infratil, which itself is not willing to contribute two-thirds of the capital costs of the project.  It's the owner of the other third - Wellington City Council - that is the problem, because it is willing to force ratepayers (along with other Wellington councils) to cough up half of the liability to boost the value of Infratil's investment. This in itself should cause both believers in the free market and socialists to baulk at public subsidy for a predominantly private entity, but no - they have cargo cult syndrome.

They believe that magically if an airport extension is built, there will be long haul flights from Wellington to Asia and the Middle East, making the city more attractive for business.  However, it is far from clear exactly:

- Why airlines will fly long haul to Wellington;
- Are the assumptions about the the benefits claimed valid?

Farewell Air NZ 737s - the noisy revolutionaries

On the 6th of September, NZ557 from Christchurch to Auckland marked the end of Boeing 737 service for Air New Zealand.  This was barely mentioned by the press, but there is history behind Air NZ (and its predecessor NAC) flying Boeing 737s, because they truly revolutionised travel within the country in the 1960s and in just over 10 years or so they had seen off the end of the Wellington-Lyttelton overnight ferry, the Christchurch-Dunedin-Invercargill overnight train and one of the two Auckland-Wellington overnight train services - despite best efforts by politicians to prop the latter three up with subsidies.



Before aviation enthusiasts jump on me, yes, I know the Boeing 737-300s that have been flying the last decade and a half are not the ones that started flying in 1968.  These were the 3rd generation of the type NAC first flew on the "main trunk" Auckland-Wellington-Christchurch Dunedin", and yes there is now a 4th generation (which are the types flown by the likes of Qantas and Virgin Australia to NZ today), but the basic design retain a lot of commonality.  Besides, I like an excuse for a bit of history, and this one contains a political element that demonstrates, once again, how "democratic control" of a business can so easily sow the seeds of failure.

NAC was wholly owned by the Government and had virtually a statutory monopoly on domestic air services.  Other airlines did provide services, but they had to prove to the bureaucracy that there was demand for the service (heaven forbid a business start up service risking it might not have customers!) and prove it would not interfere with the services provided by existing operators.  So NAC had a legal veto over competition.  Nevertheless, it almost always operated profitably overall, although the reality was that the "main trunk" was gouging passengers and making high profits, whereas services to provincial airports like Kaitaia, Gisborne, Oamaru and Westport were unprofitable, but considered politically important (unlike today, with Air NZ which is profit focused across the network).   Still, NAC, as government businesses were at the time, was run by aviation professionals and as the jet age started in the 1950s, by the early 1960s it was becoming clear that the next revolution in air travel would be pure jet travel.  It gained Government permission to go to tender for jet aircraft to fly domestic services in 1965.

The three main manufacturers at the time, Boeing, Douglas and British Aircraft Corporation all were shortlisted.  Boeing with its, as yet unflown, 737. Douglas with the DC-9, and BAC with its BAC 1-11.  NAC's criteria for the aircraft to choose included speed of turnaround, fuel efficiency and ability to manoeuvre safely and reliably at Wellington Airport (which had a runway even shorter than it has today).  Herein comes the "democratic control" element.  The then Holyoake National Government wasn't impressed by the conclusion of NAC's analysis, that the Boeing 737 was the best aircraft for the job.  It was more interested in international trade diplomacy and winning the support of the British Government in securing favourable trade access when it would eventually enter the EEC.  It insisted that NAC "look again" at its business case, delaying approval for its capital investment in the 737.

NAC did, and once again made it clear that the 737 was the right plane for the job, and so it proved to be.  Over 8,600 Boeing 737s have been built (and are still being built), of the four generations of the original design (and a fifth generation is being developed).  The BAC 1-11? 244 and production ended in 1982, although Romania's Ceausescu regime was licensed by the Callaghan government to produce 22 it struggled to complete 9 by the time the vile regime was overthrown in 1989.  It was not the last attempt by a New Zealand Government to intervene commercially in the decisions of its airlines, but fortunately the airline won and so NAC was one the earliest operators of the Boeing 737 (Lufthansa was the first), the plane that (after some slow years) would be Boeing's biggest selling variant ever.



So what was the result? It cut travel time on the routes it serviced by nearly half, and it was 50% faster than the Vickers Viscounts it was replacing, so one Boeing 737 could fly around twice as many services a day with 50% more passengers, saving them a considerable amount of time, but also enabling airfares to be more affordable, particular for growing business traffic between the main centres.   As a result, the competing modes were increasingly hit hard.

Air NZ creates market opportunity

There has been rather little wailing and gnashing of teeth from some quarters about predominantly state-owned Air New Zealand making an entirely commercial decision to restructure its regional domestic operations.

There has been some focus on it dropping flights altogether to Kaitaia, Whakatane and Westport, but it is also dropping some other services like from Wellington to Taupo (Rotorua isn't that far).  On the other hand it is significantly increasing capacity on other routes as it flies larger ATR72 aircraft into centres like Napier and New Plymouth, then enabling its 50 seat Q300s to fly into smaller airports like Wanganui, Blenheim, Timaru and Hokitika.  More seats mean cheaper fares.  For most of the regional locations this is good news.

The current services are losing money because people aren't prepared to pay the fares necessary to keep services going, at NZ$1 million a month, or NZ$26 per trip.  People aren't prepared to pay that much more, and there is a longer term issue is that the planes that Air New Zealand uses, Beechcraft 1900D (through its subsidiary Eagle Airways) need replacement.  Air New Zealand, to its credit, has been using them intensively, but there simply isn't a 19 seater turboprop airliner available that could replace them economically.

So airports that can handle the much bigger 50 seat Bombardier Q-300, get them, and the airline gets some more of the ATR72s to service larger centres.

What of the airports that are losing services?  It's a market opportunity.  One of the few acts of liberalisation of the Muldoon Government (which curiously, the then Labour Opposition opposed, with one Richard Prebble leading the debate opposing it), was to deregulate domestic air services, removing Air New Zealand's statutory monopoly on domestic services (although it took a lifting of the foreign ownership limit from 15% to 50% and later abolished altogether to see Ansett NZ challenge Air NZ on the main trunk route).   For decades it was thought "normal" for the state to guarantee air services by its own airline providing them, and woe betide any upstart with lower costs competing with the heavily unionised state carrier.  

Not any more.

Already Sunair and SoundAir have been talking about new services as a result, which is exactly how it should be.  Opportunities to shift a dozen or so people by air between small airports give rise to innovation and entrepreneurship.  With a relatively highly valued NZ$ it is also easier to bring in high capital goods like airliners.  We shall see what happens (and of course, it does beg the question as to why the state continues to own the rest of Air NZ).

Contrast that to how Auckland urban transport is treated by politicians and planners.  One of the main tasks in recent years has been to seek to snuff out entrepreneurship and innovation by bus operators running commercially viable services, preferring to dish out ratepayer and fuel/RUC taxpayer subsidies to routes the planners deem best (without even mentioning the billion dollar railway that loses money).

Odd then, if the free market is seen fit to deal with how regional towns and cities get air services (noting in quite a few countries, including Australia and the US, rent-seeking rural lobbies have gained subsidies for uneconomic air services to be operated by state approved monopolies), why not for how people get around cities?  Is it because it wouldn't deliver the planners' answer of passenger rail in lower density cities with dispersed commuter patterns, but rather a more dynamic network of buses and for roads to cost a bit more in the peak, but a lot less off peak?

Commuter rail for Christchurch? Cheaper buying them each a Porsche

I'm being a little tongue in cheek here, but the proposal from the Labour Party to spend $100 million to give Christchurch a commuter rail service is so utterly ludicrous that it deserves ridicule.

Anytime a politician says he will "invest" your money, you know that you'd never see it again, and that's exactly what would happen to the $100 million David Cunliffe wants to waste on giving Christchurch a transport service that it neither needs nor is willing to pay for.  In the USA it would be called a boondoggle, a political driven project that has little basis on market demand or economic benefit.

The policy is described here, and then here and here, showing how much effort has gone into something that isn't even important.

I nearly wrote a lengthy post pulling it apart bit by bit, but it's much easier to list what's wrong in a few bullet points.

- Christchurch last had the remnant of a local rail service in 1976 when a once daily, yes once daily, service between Rangiora and Christchurch was scrapped because of lack of patronage.  The last regular service (as in all day service like in Wellington) was between Lyttelton and Christchurch, which ended when the road tunnel was opened in 1972 (the rail service only had an advantage over driving over the Port Hills).  Before that, other services were discontinued during the 1960s as bus services proved more cost effective and car ownership rose.  Christchurch's population grew by over 50% in the period between the end of these services and the earthquake, indicating it was hardly constrained by a lack of passenger rail services.

-  It wont unclog Christchurch's roads.  The Press report says Labour intends the system to accommodate 10% of commuters from the north to central Christchurch.  Phil Twyford says there are 5000 - yes 5000 commuters making this trip (10,000 trips), so it is $100 million for 500 commuters.  That comes to $200,000 per commuter, before any operating subsidies are considered.  In other words, the price of a Porsche 911 for each commuter.  Taking about 400 cars off of Christchurch's roads every morning isn't going to "unclog" them,  it hardly makes a difference, even if it did happen.

- However, what it might do is encourage more people to live further away from the surrounding suburbs closer to the city, because it subsidises living well outside Christchurch.  That's hardly conducive to reducing congestion, nor environmentally sustainable.  It would be far more preferable to focus on finishing renewing the local road network including marking out cycle lanes, than to incentivise living well out of the city.

- A commuter rail service to central Christchurch can't even go there, as the station is 4km from Cathedral Square, in Addington.

- The $100 million is to double track the line to Rangiora, and rebuild some railways stations, but not a new central station (which can't be anymore "central" than the old one on Moorhouse Avenue), nor new trains, although the ex. Auckland ones could be relocated, if a depot could be built, and sidings to put them on were rebuilt as well.

- The rail service would replace commercially viable and some subsidised bus services, but politicians don't find buses sexy.

- The service would lose money, a 1000 trip a day railway service is a joke.  Proper commuter trains in major cities carry that number on one train.  

- If there really is demand for more public transport from the northern suburbs, it could come from commercial bus services.  Clearways could be used for bus lanes and the hard shoulder of the existing and future extended Northern Motorway could be used for peak bus lanes too, if needed.  Trains only make sense if buses are incapable of handling the volumes of demand, and that clearly isn't the case.

- Christchurch was the first major city in NZ to scrap trams, because the grid pattern street network and low density of the city meant there were few major transport corridors to support high density public transport systems, like trams (and commuter rail).  It was also the first of the big four cities to scrap commuter rail altogether (even Dunedin had commuter rail services until 1982 to Mosgiel).   In short, the geography of Christchurch is as poorly suited to commuter rail as it is well suited to cycling.

So when David Cunliffe says "The long delayed recovery of Christchurch hinges on a modern commuter system for the city"  you have to wonder what he's been smoking.
  
Really David? Really?? Not entrepreneurs investing in businesses creating jobs, and so attracting people who want to live there?  

No, David Cunliffe wants a toy, something he can point to and say "I did that", with money taken from motorists (as he wants to divert money collected from motoring taxes from roads to this pet project).  He has no real interest in reviving Christchurch by letting business do business, but to spend up on shiny projects that polish his ego - at your expense.

UPDATE: and the Green Party idea of creating a new bureaucracy called Canterbury Transport is equally ludicrous, because there isn't a governance problem.  Christchurch City Council is responsible for all roads except the State Highways, in the city (and no central government would rightfully surrender national corridors to local politics). It isn't broken up into multiple districts or cities like Auckland was.  Environment Canterbury, like all regional councils, is responsible for contracting subsidised public transport across the region, and planning urban public transport services.  Again, there is no division here.  It's far from clear what such an entity would do that is different from this.

Unless,. of course, you hark back to the "good old days" of council owned bus companies having monopolies and getting endless ratepayer subsidies. A model that saw the near continuous decline in urban bus patronage across NZ for 30 years.  You see at the moment bus services in Christchurch are operated mostly by two companies, one owned by Christchurch City Council, another by a private firm.  They typically compete for contracts for subsidised services, helping keep costs down and providing a check on performance.  The Greens are awfully fond of state owned monopolies, because you can trust politicians and public servants to be incentivised to look after customers and taxpayers' money far better than the private sector competing for both, can't you?

Forgotten Posts from the Past: Planning transport

Yes Labour and the Greens always share a grand plan for transport that wont be met of course, because the targets bear little resemblance to what transport users want.  You see you can take two views about what transport users want.  You can take what they do, in response to their own demands and the price to meet those, or you can ask them what they want, and they'll usually want to pay less for a lot more.  It is the latter approach that guides what is the eco-socialist view of transport - which is that the system should be driven by what planners think is good for everyone, not by responding to demand according to what people are prepared to pay for.

Labour's 2008 transport policy had a range of goals which pretty much sums up the banal attitude to this:

- Cut km travelled by single occupancy vehicles in urban centres by 10% by 2015.  In other words, too many people are driving in their own cars in cities, and they should either not do so, or take someone else with them (it doesn't mean empty buses).  A target to reduce congestion would be to meet something people want, but no it is a statement that driving in your own car, on your own, is inherently bad, even if you bought the car, paid for the petrol, insurance etc (including the tax to pay for the road).  Too many people are being bad by driving themselves unnecessarily!

 - Increasing the movement of freight by ship and rail to 30 per cent and 25 per cent respectively. Whatever THAT means, because it could just be an increase in freight tonne km, which could happen anyway with a booming economy. However if it is about mode share, then there is no chance this could happen without taxing others to subsidise freight movements by more expensive modes.  The assumption is that moving freight by sea and rail is better, because of less pollution, but it ignores that the reason it doesn't happen as much as planners want, is cost. It simply costs more.  There is no quantification of the benefits of this mode shift, given it will cost money to achieve it, it is simply part of the quasi-religious belief that sea and rail transport is "better" than road transport, not anything based on evidence.
- Increasing walking, cycling and other active forms of transport to 30 per cent of trips in urban areas. You unfit slobs, walk! I tell you walk! Of course a good way of doing this would be to eliminate public transport subsidies, then more people would walk and cycle, as the main competition for public transport is walking and cycling. Yet Labour wants to double subsidies (euphemistically called "funding") for public transport.   Why 30% of trips?  It's a planning target.  It would improve physical fitness yes, it would also reduce demand for public transport so there could be savings there and delays in expanding road capacity, but how do you "increase" this?  Does pouring taxpayers' money into infrastructure make a difference?  Who knows, as it isn't evidence based.

 The truth is that the government cannot predict transport demand, technologies or geographical changes in demographics and businesses. The government's biggest influence is owning infrastructure it could see free through commercialisation and privatisation, but no, it wants to specify the "right level" of funding when it doesn't know where demand is heading.

Self-driving cars could transform land transport

In the UK the talk is about taxpayers paying for an extensive high speed railway network between London, Birmingham, Manchester and Leeds.  It would cost £35 billion to build and would lose money.   It will mostly service well-heeled business people (the fares will be too high for families, who will drive, or the poorer, who will take the multiple competing privately provided coach services).  90% of its users will be those using trains now, or people who wouldn't have travelled in the first place.  It will make next to no impact on domestic flights or road traffic.  One of the main objectives is to free capacity on the existing lines, so that more loss making commuter services can operate on the lines close to London.

In Auckland the talk is about an underground rail loop to enable its commuter rail service, soon to be electrified, to have more capacity during the peak hours.  Roughly 45,000 trips a day are taken on that system, roughly the entire average daily trips of Fenchurch Street station in London (yep that busy) (and 10% less than Wellington's network, despite Wellington's region having at least a quarter of Auckland's population.  It would cost NZ$2 billion to build and would lose money.  

In both cases the projects are expensive, not financially viable, and serve relatively few people.

They are 20th century solutions to perceived transport problems, but another is on its way, and it could transform land transport between and within cities.

Self-driving cars. Allister Heath says it makes big rail schemes like HS2 outdated.

The technology exists now.  Cars can already park themselves, emergency brake, follow road lines and follow other vehicles and brake automatically.  Several US states are already changing laws to allow for fully autonomous road vehicles, and the technology now being trialled enables vehicles to navigate safely along existing roads.

What could that mean?

Road vehicles that actively avoid collisions, both with other vehicles, and cyclists and pedestrians.

Road vehicles that operate in convoys, in close formation on major roads, increasing the capacity of those roads by a factor of three to four, rivalling railways.

Road vehicles that don't need a driver, that can be sent to be parked anywhere, called up on command by mobile phone.

Motorways that operate like trains of vehicles, except that the vehicles have the ultimate flexibility of starting and ending trips anywhere on the road network.

Traffic lights will no longer need to keep traffic stopped, but rather interweave traffic to maximise capacity.

Speeds can be faster where it is safe to do so, and better managed where there are many pedestrians.

Cars could be parked with a far higher density.

Let's not pretend there are barriers to this.

Technology needs to be refined, it needs to be secure.  Nobody wants autonomous cars diverting onto footpaths and mowing people down.

Laws need to be changed, so that owners of vehicles are liable for accidents when there is no driver or active driver.

Roads need to be better managed, so lines are maintained, databases about road rules, traffic signals adapted and systems in place so the network is actively managed.   

However, it can transform transport.

Buses can have the capacity of commuter railways (with the exception of high frequency metro services, which Auckland will never have).

Roads can have much more capacity, so there is far less need to build more capacity, and there is far less need to build safety into the roads with barriers and signs and speed limits that reflect driver behaviour.  

Roads would be so much safer that incidents of accidents causing congestion would be rare, and thousands of lives would be saved from serious injuries, and hundreds of millions of dollars of property damage and health costs avoided.

Vehicles would be much more fuel efficient, as vehicles become more efficient anyway, reducing emissions and the environmental impacts from transport.

Roads would be more like networks akin to telecommunications and energy networks, and politicians choosing projects to expand capacity would be rightly treated as amateur fools.  Who today would listen to a politician who says that a specific switch needs to be installed on a network, or a substation or that cable capacity be added somewhere?

Railways are bespoke inflexible networks that have a lot of capacity best suited for a narrow range of transport tasks.  The range of those tasks will narrow even more with automated road transport.

Of course some will still choose to drive, and will have options to do so, for leisure, but probably pay much more for insurance to do so without driving assistance.   What happens ought to be up to market demand, for vehicles and for roads.

Unfortunately, roads are managed by politicians and bureaucrats.  If anything is going to get in the way of setting them free, it will be them.

Basin Reserve flyover opponents are grandstanding

The noise from Labour and the Greens on the Basin Reserve flyover is utterly remarkable.   

For Labour it is grandstanding hypocrisy because when it was in government, Labour endorsed a transport funding packages for Wellington that explicitly included provision for grade separation of roads at the Basin Reserve.

For the Greens it is disappointing, as it is a continuation of the hyperbolic hysteria that Sue Kedgley use to peddle, which I thought may have been moderated under the more thoughtful Julie Anne Genter.  

For both they may want to claim the project is akin to some major urban motorway project of the sort that once activated large groups of "rent-a-mob" leftwing protestors in the UK, but really it is no big deal at all.   Furthermore, the absurd claim that Wellington City Council is being bullied because NZTA questions the value of duplicating Mt Victoria Tunnel and associated road improvements towards the airport without the flyover, is astonishingly hypocritical.  For I doubt that the Greens endorse any of those projects (and if you believe road capacity improvements are the spawn of the devil, then doubling highway capacity between the city and eastern suburbs ought to be opposed as Sue Kedgley thought at the time).

During the Clark Government, Labour released a transport funding package for Wellington, which included money for the new Matangi electric multiple units, replacement signalling, electrical and track infrastructure, replacement trolley buses and to support a range of major road improvements.  The calculations for this funding including provision for capacity improvements at the Basin Reserve, with the implication clearly made at the time that this is about grade separation. 

Indeed, it was seen in the Wellington Regional Council's endorsement of "Basin Reserve capacity improvements" as the 4th highest priority in 2005.

It was the next logical stage after the one-way road and on-ramp that comprised the much maligned "Inner City Bypass" (which simply enabled the one-way system across Te Aro to be shifted a block and a bit south).   So Grant Robertson and other Labour politicians jumping on this bandwagon are being hypocrites.  Annette King in particular is being disingenuous, because she supports a second Mt Victoria Tunnel, which without the Basin Reserve bridge would simply mean longer queues at the Basin Reserve, as two bottlenecks would be cleared.   She didn't utter a peep when Transit/NZTA was investigating this very project when Labour was in power.

Sue Kedgley consistently claimed the Wellington Inner City Bypass would be a "multi-lane motorway extension through the heart of Te Aro".   It wasn't.  I wonder how many people who went on "path of destruction" tours still think Te Aro's historical heart has been "destroyed".

Now the claim is that this project will "destroy the character" of the Basin Reserve, an entirely subjective value judgment, but itself is rather extreme.  It will affect it, some may think negatively, but destroy?  Really?

The next claim is "it will affect Wellington's green belt and access to eastern suburb sports facilities and will cost tax- and rate-payers $97 million to move traffic congestion 300 metres"

Really?  The green belt?  Utter nonsense:

How will it affect access to eastern suburb sports facilities? Other than improve them for those leaving the eastern suburbs.  How will it cost ratepayers, given it is fully funded from NZTA as a state highway project?  How will it "destroy the Basin as a sporting and cultural venue"?   

Just pure hysteria.

Julie Anne Genter is a bit better on this.  She says it is a waste of money because the road has "declining traffic volumes", although this isn't apparent in the severe congestion and of course the Greens typically say new roads generate new traffic, so she can't have it both ways.

She says "The vast majority of people coming into Wellington take public transport, cycle or walk", yet this project isn't about people coming into Wellington, but bypassing Wellington primarily between the airport and the Hutt, Porirua and wider region.  In fact the travel survey by NZTA (excel file) of travel across the country indicates that 68-69% of trips in the region are by car, with 5-7% by public transport. Greater Wellington Regional Council even says only 17% of commuter trips are by public transport, with it being 21% in Wellington city (excluding the Hutt and Porirua).  Cars are important in Wellington.

Then there is the utter nonsense of this:  "A massive concrete motorway flyover is an invitation for future urban decay and crime. It is the exact opposite of smart transport planning".  Once again, she has Kedgley disease in calling it a motorway, but there are several motorway flyovers in Wellington, let's look for this urban decay and crime:

Yep, lots of urban decay and crime in those scenes.

In fact the only argument she has is economic.  It doesn't have a good benefit/cost ratio, with various studies indicating it ranges from below 1 to above 1.  The argument can be made that there are better projects.  Yet the Green Party's pet project - the underground rail loop in Auckland - doesn't have one either, in fact they argue that the conventional benefit/cost appraisal of the project doesn't take into account all of the criteria important to them.   So it's a bit rich to claim a road doesn't stake up on one set of criteria, but that same criteria is inappropriate for a rail project.

What is clear is the Greens will oppose road improvements on any sort of cooked up criteria.  A flyover may be ugly to some, and it may not be the best use of money spent on roads in Wellington, but it is far from the worst, and unlike the proposals for more rail, it wont need subsidies its entire existence. 
Save the Basin campaign is equally hysterical

The actual opposition campaign against the project is at best misguided and naive, at worst beholden to the same hyperbole that besets the Greens.

  • It will blight the streetscape and surrounding neighbourhoods
Well, few things blight the streetscape as much as large volumes of traffic circulating around this enormous roundabout.  As you can see above, bridges need not blight streetscapes.  The claim it will "blight" surrounding neighbourhoods is hysterical.  After all, the presence of a busy road tunnel since 1931 has had a bigger impact.  Thorndon has had a motorway blasted through it since the 1970s and is hardly "blighted", neither is Kelburn "blighted" having it running at its base.  
  • It will overshadow the Basin Reserve and place its future as an iconic international cricket ground at risk
Oddly, this was never really raised as an issue for the 40 years that there have been serious plans to push a major highway along this alignment.  There is no authoritative statement that this is true, just a rant by a reader to a website.   
  • It’s unnecessary. Road traffic volumes in New Zealand are declining and so is trucking:
So what? The route is congested and the current problems are severe.  At peak times, queues from the Basin back up all the way through the Mt Victoria Tunnel, they back up around the Basin from Buckle Street, and create delays for buses. 
  • Now that a tunnel is being built under Memorial Park, it makes no sense to emerge from a tunnel and go up onto a flyover
Yes, and nobody is expecting that to happen because the flyover is a one way road towards the tunnel.  This basic mistake indicates how very shallow this opposition is.
  • There are good, well-researched alternatives to a flyover. One, Option X, looks even better financially now that a tunnel will built under Memorial Park. Another non-flyover alternative has recently emerged.
Except that these alternatives actually don't deliver benefits and Option X creates new problems.  The professional assessment (i.e. highway engineers not architects) indicates that Option X has safety issues, would cost more, would have lesser benefits and has significant gaps (e.g. it is depicted as offering no road access to two of the schools at the Basin Reserve).   

This claim from its website is just nonsense:

This vote follows other cities throughout the world which have rejected flyovers – Boston, New York, Melbourne, Toronto, Seoul, Boston, Milwaukee, Vancouver, Trenton, Portland, Chattanooga.
Oh really? The Big Dig in Boston?  Melbourne's Citylink, EastLink and soon to be built East-West link? Toronto's 407ETR? Boston twice (paying attention then)?  Well Auckland has had a host of flyovers built in the past decade, Napier has had two built, Hamilton has just seen one built, Christchurch has just seen one built.  Indeed, the Hutt Valley recently had one open (Dowse Drive Interchange)

Funnily enough, the claim that the bridge will generate more traffic is now not made, presumably the great fear is that it will work and make a positive difference to traffic, like every other grade separation highway project in Wellington in recent years (underpass of Vivian Street, Dowse Drive Interchange, Newlands Interchange, Mungavin Interchange). 

A simple claim is made that anytime there is new road capacity provided, it quickly fills up because there are simply thousands of people who would have driven before, but for whom the existing congestion puts them off.  The improved road is said to "induce" demand, and so make things worse, because the additional trips (which are presumed to have little real value) simply take the road back to a congested position in the first place.  This is known as the Pigou–Knight–Downs paradox, but it is so grotesquely misquoted out of context by politicians (particularly Green ones) that it is worth remembering what the authors actually meant.

The situation they talked of was when the road improvement directly reduced congestion for a trip where there was a parallel public transport service offering similar travel times to driving.  A perfect example in Wellington would be trips between the Hutt Valley and Wellington city, so that adding another lane to the motorway between Ngauranga and Aotea Quay would directly improve travel times between driving and taking the train.   It's a bit more difficult when very few of the trips on the route being improved are undertaken by public transport (or could reasonably be undertaken by public transport), even moreso if the route improvement directly reduces delays on public transport.

The Basin Reserve flyover primarily benefits traffic travelling between the airport/eastern suburbs and the wider region to the north and the western suburbs.  Whilst there are a few bus services that offer alternatives to some, all focus on passenger starting/finishing trips in the CBD, so are slow for trips that are bypassing it.  In other words, the time savings wont result in any mode shift which is the source of the "induced demand" claimed by that theory.  Beyond that, it is difficult to envisage that anyone will relocate businesses or homes just because a flyover will knock a minute or so off of traffic queues, certainly not in volumes that will mean it gets filled up with traffic.

Furthermore, the secondary benefit of the flyover is to take east-west traffic flow away from the north-south traffic flow at the Basin, which includes some major bus routes.  Those bus routes are held up by substantial delays which will be relieved by the flyover, a point almost entirely ignored by the naysayers.

Local authority opposition is misguided and should be ignored

For many years both the Greater Wellington Regional Council and Wellington City Council have supported major road improvements on this corridor.  Regional Councillor Paul Bruce, a Green Party member and activist against motorised transport (the guy bikes most places) has been central to seeking a review of this, and at Wellington City the Mayor has been.  This is the first time this opposition has been realised at the Councils, and shows just how difficult it is to plan major infrastructure when politics swings against it, particularly when there was strong support before.
Yet it largely shouldn't be up to them. The project requires no ratepayer money, it isn't on local roads (although it interfaces with them), and it fits clearly into the various strategies that are relevant.  It demonstrably improves access across the city, and will deliver huge benefits to public transport users, cyclists and pedestrians (in part because a damned silly cycling/pedestrian bridge has been included in the design).  

Opposition to it is hysterical, illogical and based on hyperbole or simple nonsense.  

It is a two lane one-way westbound bridge to connect one tunnel to another.   A second Mt Victoria Tunnel can't possibly replicate the benefits of this, and in fact will make the current situation worse.   Labour opposes it because it is being pushed under a National Government and Labour wants Green votes in Wellington.  The Greens oppose it because it's a road project and it panders to hyperbole about road projects. The Save the Basin lobbyists suggest alternatives that are inferior and unsustainable.   The two Councils are pandering to Green activists within their ranks, who offer no rational alternative (exhorbitantly expensive light rail lines that wont do a thing to reduce congestion are just chimeras).   If any of those opposed were truly concerned about generating more traffic they would stop improvements to the motorway between Ngauranga and Aotea Quay and demand Transmission Gully be stopped, but the latter is politically popular, so they are largely keeping their heads down on that one.

The Basin bridge will improve the environment for all road users, reduce delays and emissions, and is a necessary pre-requisite to building a second Mt. Victoria Tunnel.  It should proceed.
